99.02 Each customer connected to the City water system and relying exclusively on City water shall pay a monthly sewer service charge for the use of and for the service supplied by the municipal sanitary sewer system based upon the amount of water consumed in the amount of $35.74 per 2,000 gallons for the first 2,000 gallons consumed, and $0.467086 per 100 gallons for each 100 gallons consumed above 2,000 gallons per month, with a minimum monthly billing of $35.74. Consumption measured shall be rounded to the nearest 100 gallons.
RATES OUTSIDE THE CITY AND SPECIAL CONDITIONS. The following special rates shall apply:
1. Rates Outside the City. Sewer service shall be provided to any customer located outside the corporate limits of the City which the City has agreed to serve at rates 150% of the rates provided in Section 99.02. No such customer, however, will be served unless the customer shall have signed a service contract agreeing to be bound by the ordinance, rules, and regulations applying to sanitary sewer service established by the Council.
2. Special Rates. Where, in the judgment of the Superintendent and the Council, special conditions exist to the extent that the application of the sewer charges provided in Section 99.02 would be inequitable or unfair to either the City or the customer, a special rate shall be proposed by the Superintendent and submitted to the Council for approval by resolution.
PRIVATE WATER SYSTEMS. Customers whose premises are served by a private water system or by a combination of City water and a private water system shall pay a monthly sewer service charge in accordance with Section 99.02, based upon the estimated average monthly water consumption, as follows:

1. For customers served exclusively by a private water source, the monthly sewer user fee shall be based upon the estimated average monthly water consumption for the customer’s household size.
2. For customers served by both a private water source and City water, the monthly sewer user fee shall be based upon either the estimated average monthly water consumption for the customer’s household size or upon the actual amount of water consumed, whichever is greater.
